The Indian Constitution has a framework within which ample provision exist for the protection, development and welfare of children. There are a wide range of laws that guarantee children their rights and entitlements as provided in the Constitution and in the UN Convention on Rights of Children. As part of the various Five Year Plans, numerous programs have been launched by the Government aimed at providing services to children in the areas of health, nutrition and education. Yet children are largely vulnerable to exploitation, neglect and abuse; and are deprived of opportunities for development of their full potential.
For full development of children, exercise and enjoyment of their rights to participation is necessary. Freedom to express reinforces in children intrinsic qualities, intelligence, talents and conscience to meet material and spiritual needs.
The knowledge of the rights and freedoms, of oneself as much as of the others, is considered as a fundamental tool to guarantee the respect of all human rights for each and every person.

The Proposed Festival
Like the Children’s Festival 2009 and 2010, the Children’s Festival 2011, will provide an enjoyable platform to around 500 children from various orphanages, children’s homes, slums, and street children’s from Bhubaneswar city and all the parts of the state Odisha state, to participate in various events like drawing, singing, dancing, fancy dress and express their creative pursuits in any way they like. The participants will mutually share ideas and experiences, and assert certain skills of competitiveness and confidence building.

- Padayatra (Rally) on child right;
- Art exhibition;
- Cultural programme;
- Health check up camp;
- Blood Donation camp;
- Felitation to NGOs and Individual;
- Competition like Dance, Painting, Fancy dress etc;
- Distribution of School bags;
- Release of souvenir;
